The last question addresses this. They don't plan to re-release Catacombs until they've finished Endless Conquest.

Uhh, I paid for way more then just one expansion, however I wouldn’t want any other of the old expansions to hinder their current project. All the old stuff is non-factor for current population and the majority just wants more people to RvR. Catacombs will not bring people back.
The dev team works too slow for the current subscription price.

Sometimes I honestly think they intentionally delay stuff to piss off player base... about to hit 8th month of year still no news on f2p other than this year....
Considering EC is slated to be released as Patch 1.127 (see Newsletter from April 2019) and we have yet to receive any news on Patch 1.126, I fear you are correct.
